I have an important case scenario that affects senior homebuyers on fixed income. I have multiple similar case scenarios that affect my clients. Let’s take a recent case where Mr. and Mrs. John and Jane Doe purchased a $250,000 new-construction single-family home in Ocala, Florida. Both Mr. and Mrs. Doe are retired on a fixed Social Security income of $4,400.00 per month. They purchased a modest new construction home. The principal and interest (P and I) at 6.75% was $1,592 per month; the annual property tax assessed was $2,100; and homeowners insurance was $800, FHA Annual Mortgage Insurance Premium $111.
Total monthly housing payment: $1,943.
Other monthly expenses: $700 (auto loan, minimum credit card payments)
Monthly income was $4,400, grossed up 15% to $5,060.
Debt-to-Income Ratio was 38.4% front-end and 52.2% back-end.
The homeowner was barely getting by with the above case scenario: What happened is the county increased property taxes to $4,600 annually, and the homeowner’s insurance was increased to $2,500, which skyrocketed their front-end debt-to-income ratio to $45.3% and back-end debt-to-income ratio to 59.2%, which means they are going to be short in paying their monthly housing payment. This type of property tax hike and homeowners insurance increase should not be allowed and should be deemed a predatory practice by the county and insurance companies. My question is the following: Is there a property tax and homeowners insurance cap? What laws and legal remedies are there to protect senior citizens on fixed income? What are realistic solutions there are to help senior homeowners who could no longer afford their homes due to exponential property tax hikes and homeowners insurance increases?

Mayor Brandon Johnson says that for Chicago to function fully, he needs $ 300 million. To do this, he wants property tax revenue from homeowners and real estate investors in Chicago, which will allow him to cover the budget deficit. So, why is Chicago so broke? Why is there a hiring freeze, and why can we not hire 700 vacancies in the Chicago police department when crime rates are skyrocketing? Why does Chicago need to make across-the-board personnel? The answer is obvious. Mayor Johnson has welcomed tens of thousands of illegal immigrants, costing the City of Chicago 1 billion dollars.
From the moment he assumed office in May 2023, Chicago Mayor Brandon Johnson has dealt with a complicated economic situation. His administration set out to solve a budget deficit that is expected to reach almost $1 billion by 2025, all while trying to keep key city services running.
Budget Gap and Suggested Steps
In order to fill the gap of 986 million dollars, Mayor Johnson’s administration has proposed a balanced budget that relies on responsible spending and investing. Some highlights are as follows:
Operational Efficiencies: Reducing the headcount by over full-time 744 non-core CPD civilian positions, with 456 being from the Chicago Police Department (CPD). The primary goal is to enhance efficiency without jeopardizing public safety.
Revenue Enhancements: A boost in the tax rate on cloud computing services by 128 million dollars and a rise in parking, grocery bag, rideshare, and streaming taxes. These moves aim to broaden the revenue base of the city.
Tax Increment Financing (TIF) Surplus: A historic 570 million dollar surplus of TIFs to support Chicago Public Schools, libraries, parks, and City Colleges enables the city to invest these taxpayer dollars back into essential public assets.
Effects of the Migrant Surge
Chicago has received over 42,000 undocumented migrants, and with it has incurred unprecedented expenditures of around 299 million dollars. Since the time Mayor Johnson took office, the city has spent over 215 dollars. The spending has been directed to shelters, food, medical services, and other areas deemed necessary.
The financial commitment in support of migrants has further deepened the discussions among citizens and government officials, especially with the emphasis on the budget deficit.
Some community members are worried that spending money on migrants might decrease the resources available to long-time residents. They have made this point in public meetings where they have asked to serve locals first.
Federal Immigration Law Considerations
In discussions about federal laws on immigration, the status of Chicago as a sanctuary city has been a constant feature. Mayor Johnson has restated that the city will continue to house migrants, even when it might bring more costs and lawsuits. This position also reflects a conflict on the allocation of powers of local governments with immigration policies, particularly in times when federal aid may be scarce.
Public Response and Political Implications
These policies by the administration have drawn different reactions from citizens. In reply to the humanitarian efforts of the city, some residents get outraged by the increased taxes and steeper spending. I need to replace a large deck with stairs, railings, and the works. Do any of you know this new decking material that is out on the market? I need to do tons of work on my home. House was built in 1998 and need everything from exterior siding, roof, gutters, sofits, fascia, downspouts, windows, driveway, you name it, I need it. It’s crucial to keep track of communications from both your old and new servicer. This will ensure a smooth transition, and update any automatic payments set up for your mortgage, insurance, and property taxes accordingly. If you have any questions or concerns about the transfer, don’t hesitate to reach out to both servicers for clarification. Remember, open communication is key to a successful transition.
When this changes, you need to notify your home insurance company so that they can update the mailing address of where to send the new home insurance invoice so that the insurance is paid promptly. If this needs to be corrected promptly, it can lead to a nonpayment cancellation on your home insurance. If this payment is made in a reasonable timeframe after the cancellation, then you may be at the underwriter’s discretion for possible reinstatement. Although that is the best possible solution, the opposing side could be a cancelation with a lapse. Which will cause difficulty finding new insurance and or be costly.

I have seen this where a current homeowner changes their first purchase into a rental property. There may not be many changes on the mortgage end of things. Still, there are quite a few differences in insurability!
It’s crucial to understand that a typical homeowner policy on a NEW AIRBNB listing will not provide sufficient coverage when you need it most. I’m referring to an Airbnb and a long-term lease, but there are two scenarios where you could be held liable as the property owner. When you have a landlord policy on a rental, they are insuring YOU, the one with the financial interest in the property. YOU are the one with pride of ownership, and you will not want to sue yourself or do any damage. However, the real risk lies in situations involving other individuals, such as renters, their guests, and anyone else involved.
It sounds like a more expensive policy, but it is most often in the price range! Well, most landlord policies, also known as dwelling policies, protect you as the property’s landlord, whether that is tenet damage, loss of rent, or even a lawsuit. So, it is critical to know the difference between the policy types when your buyers are keeping a current home to buy a new one! It could be a secondary home in FL, it could be a property for a family member, or it could be the 10th rental property.
A good agent will take the time to understand the client and their needs and wants, but something is black and white, and I wouldn’t want their purchasing power to decrease by a lousy agent.
