We do not know who wrote the letter, but the letterhead does not address the White House. The letterhead and signature are from Joe Biden. The letter was not released via press conferences, live news, or cable networks. It was posted on X (the former TWITTER).

My Fellow Americans,
Over the past three and a half years, we have made great progress as a Nation. Today, America has the strongest economy in the world. We’ve made historic investments in rebuilding our Nation, lowering prescription drug costs for seniors, and expanding affordable health care to a record number of Americans.
The above statements from Joe Biden is not the truth. In three and a half years, Joe Biden and his administration did not make great progress as a nation. Joe Biden and his administration nearly bankrupted and destroyed the United States. The economy is not the strongest economy in the World. It is actually the weakest. Health, homeowners insurance, and auto insurance is either getting dropped or premiums are skyrocketing. Many insurance companies have left Florida and other states or have increased premiums over 100%.
We’ve provided critically needed care to a million veterans exposed to toxic substances and passed the first gun safety law in 30 years.
Seniors and veterans funds have gotten decreased due to the mass illegal immigrant population.
We appointed the first African American woman to the Supreme Court and passed the most significant climate legislation in the history of the world.
The Supreme Court nominee was selected due to race and not due to qualification. Climate legislation is a disaster where states like California are mandating all vehicles to be electric vehicles by a certain deadline. Electric vehicles are experiencing major expensive defects and power stations are having trouble keeping up.
America has never been better positioned to lead than we are today. None of this could have been done without you, the American people. Together, we overcame a once-in-a-century pandemic and the worst economic crisis since the Great Depression.
The U.S. currency is losing value globally where 30-year treasuries went from under 1% to over 4.0%, devaluating the dollar and skyrocketing interest rates. Mortgage rates are at historic highs, four times higher than it was under former President Donald Trump’s watch.
We’ve protected and preserved our Democracy. And we’ve revitalized and strengthened our alliances around the world.
The World has no respect for America. Under the watch of an incompetent President, the World is joining Brics and the U.S. dollar is getting devalued since it is not backed by hard assets such as Gold and Silver.
Serving as your President has been the greatest honor of my life. While I intend to seek reelection, I believe it is in my party’s and the country’s best interest for me to stand down and focus solely on fulfilling my duties as President for the remainder of my term.
Joe Biden almost destroyed and bankrupted the United States, thus, leaving a legacy where Biden set a legacy of being the worst President of the United States making him worse than former President Jimmy Carter.

Joe Biden has done so much damage in the past three and one-half years that we need a Commander in Chief that has experience leading, and turning around a country that is in deep trouble. In three in a half-years, Joe Biden and his administration have aliented the American people, converted the mainstream media into a lying corrupt machine, benefited from illegal gains for him and his family, took inflation to historic high levels, ruined millions of families where they can no longer afford to live and pay their bills, almost devastated the housing and mortgage markets, and caused global havoc. Never in history can one 81 year old senile man cause so much damage to hundreds of millions of people. And don’t forget the devastation and destruction Joe Biden did by withdrawing our troops from Afghanistan causing major destruction to American families and our allies.
