The decline of this massive project cannot be attributed to just one thing, but rather it was influenced by many factors.
Design Faults: There were 28 tower blocks at Robert Taylor Homes, each 16 storeys high. This design placed a lot of people on low incomes within a small space which was difficult to manage and maintain. Insufficient amenities and poor architectural planning also played their part in hastening its downfall.
Underfunding and Neglect: Government underfunding had been chronic – both for buildings themselves as well as their surroundings – which could have led to better maintenance. Basic repairs were often postponed whilst necessary services needed upgrading; all these oversights resulted into worsened living conditions.
Social problems – Crime rates increased as poverty levels rose within such close proximity; this made crime inevitable especially where there are no economic opportunities coupled with support systems that can help change someone’s life around while residing here.
Crime & Safety: The high rise blocks quickly became centers for criminal activities such as drug trafficking and gang violence due largely impart by the structures designs which allowed for long dark corridors with minimal security making it easy for criminals to thrive undetected while police find hard time controlling them.
Mismanagement _ Corruption inefficiency ill advised decisions from those tasked managing CHA did not help matters either when dealing with Robert Taylor homes so they too share blame towards its demise
Federal policy changes – In the 1980s and 1990s federal housing policies shifted focus away from building large scale public housings like Robert Taylor Homes to mixed income developments or providing vouchers instead thereby reducing funding levels available for such projects
Demolition & Redevelopment : In Mid 90s CHA resolved that Robert Taylor should be demolished . The demolition started in 1998, ending 2007 where it was replaced by mixed income houses aimed at improving overall neighborhood aesthetic value while breathing life into the area at large
These events eventually led to complete failure and razing of Robert Taylor homes thereby bringing forth a lot challenges encountered during management process big public housing projects
